财政赤字已成为印度经济增长的一大障碍。在制度起点上,它缘于印度不彻底的生产关系变革;在制度逻辑上,则由于印度选择了与生产关系相矛盾的社会发展道路,使印度陷入了工业化失控、产业结构畸形发展、财政赤字与日俱增的恶性循环之中。

India's budget deficit has become a major obstacle to its economic growth. We can trace its source to the incomplete transformation of the country's production relations on the one hand and a choice of a wrong road of social development that has contradicted to the existing production relations on the other hand. Thus, all these have inevitably resulted in a vicious circle of runaway of industrialization-distorted development of industrial pattern-growing of fiscal deficit with each passing day.
