我国农地产权科层分析

A Study on Farm Land Property Right Levels in China

农地产权科层包括三个层次,即国家层次、集体层次、农户层次。国家层次规定整个农地的制度框架,集体层次负责当地农地的经营管理,农户层次具体实施承包土地的占用。三个层次组成了一个完整的产权科层系统,其效率取决于各个层次产权内容的静态安排,也取决于系统的动态演化。运用农地产权科层模型对我国现行农地制度进行分析,可以发现三个层次都存在问题,整个科层系统的动态演化功能也严重弱化。解决方法是提高农户层次的产权质量,约束集体层次的产权边界,提升国家层次的规则等级。

This paper makes a model on farm land property fight levels and studies on the land tenure in China. It includes the central government, local government and peasants. The Central government drafts the framework of land tenure, the local government controls the land and peasants use it. The three levels make up a system. Its efficiency depends on every level and the dynamic evolution of the system. It can be found that the function of land system is weakened in China. To solve it, we must upgrade the rights of peasants and bind the collective border and raise the power of the central government.
