我国当前职业乞丐的分类、形成机制及其对策研究

A Study on the Professional Beggars:Its' classification,Forming Mechanism and Countermeasures

职业乞丐现象是超越历史和国界的一个历时性和共时性的社会问题。从是否满足生存和生活需要的标准可以把乞丐人群区分为原生乞丐和职业乞丐。在我国转型社会的背景下,职业乞丐问题日益严峻。从整体上来看,我国当前的乞丐人群基本上都可以划为职业乞丐。从当前职业乞丐的特征上来看,职业乞丐又可以划分为个体型职业乞丐和代理型职业乞丐。代理型职业乞丐是伴随着我国社会转型而产生的,它是当前职业乞丐发展的新趋势,具有诱发其他社会问题的可能性,其解决途径从理论上来说有两种模式;个体型职业乞丐更多的是一种生活方式的选择,因此,其解决应该寻求乞讨权和社会秩序的平衡。

The phenomenon mounts history and national of professional beggar is diacronic and synchronic social problem which surboundaries. The beggar crowd can be divided into the original beggar and professional beggar. Under the social transition background, the problem of professional beggar has be- come a severe one. From the aspect of the characteristic, the professional, beggar can be divided into the type of individual beggar and the agent beggar. The agent professional beggar appears with the society transition of our country, it is a new trend of present professional beggar＇s development and has the possibility of bringing out other social problems ; Theoretically, there are two modes of solution. The individ- ual professional beggar is mostly a choice of life style. So, its solving rely on seeking the balance to beg right and social order.
