如何看待我国外汇储备的高增长——从国际政治经济学的角度

On the High Increase of Foreign Exchange Reserve from the Angle of International Political Economy(IPE)

国际政治经济学(IPE)兴起于20世纪70年代的美国,在古典政治经济学的基础上发展、形成自己的理论方法和研究范式。其研究内容主要由在国际体系中对国家间经济关系产生影响的问题组成。近年来,我国外汇储备维持高增长,截至2006年底更是超过一万亿美元。对此,国内外众说纷纭。我国外汇储备是否过多,是利是弊,内外影响如何,应如何应对?本文将从我国外汇储备高增长状态、促成因素、对我国社会主义建设的意义以及如何经营外汇储备等四个主要方面进行阐述,同时试分析对我国和平崛起战略实施的影响。

Based on classical political economy, international political economy begins in America in 1970＇s and forms its own theoretical method and work mode. Its research is mainly about the problems which are influenced by the economic relationship between countries in international system. Recently, the ever increasing foreign exchange reserve in China, Ichich number is over $1,000 billion, arouses heated discussion both at home and abroad,to which people have a doubt if it is too much for foreign exchange reserve, if the advantage is over disadvantage or vice versa and how to cope with the position？ This paper, from four aspects ,tries to make an explanation about the reasons of the higher inerease of foreign exehange reserve and its significance to the socialist construction of China and tries to analyze the influence on the strategy of the peaeeful up-growing of China.
