摘要
教育公平是一个历史性的、多层次的概念。推进转型时期我国义务教育公平发展,需要确立正确的教育政策价值取向,要突出教育政策的公平性、坚持"义务教育优先"、关注个体的教育选择权、突出弱势关怀精神和"以人为本"的政策理念,从而保障教育政策能够公平地配置公共教育资源,促进义务教育公共服务均等化,使所有受教育者公平地接受义务教育。
Educational equity is a historic concept with mutiple meanings. In order to promote equal development of China's compulsory education in transition society, above all, in the value of educational polices, it is necessary to highlight equity of educational policy, to insist on preferential development of compulsory education, to pay close attention to individual right of choosing school, to give educational policies more spirit of caring about weak people and to show the 'people-oriented' policy value so that public educational resources can be distributed equally by education policies to foster equal public services in the field of compusory education, therfore guarantee everyone equal compulsory education.
