义务教育择校收费政策问题的双重思路

Double Thoughtways on Educational Policy Problems of School Choice and Fees in Compulsory Education

义务教育公立学校系统择校收费政策问题触及的是我国教育改革和发展中的深层次问题。本文从义务教育公立学校均衡系统和特色系统构建的双重思路探讨了择校收费政策问题的解决策略。我国新修订的《义务教育法》通过经费保障机制的完善、缩小校际差距的策略和对于政府的问责制等奠定了学校均衡系统发展的基础。特色系统的建构同样十分必要,应当从特色系统的学校选择、学校管理方式和教学方式的变革等角度去思考。

School choice and fees in public school system in compulsory education are related to the deep problems of our educational reform and development. This article tries to study the ways of solving the school choice and fees problems through double thoughtways of balanced system and characteristic system in public school system in compulsory education. Our new Compulsory Education Law lays the foundation of balanced system development through a better outlay guarantee system, narrowing the gap between schools and the government＇s accountability system. The building of characteristic system is also very necessary. We should consider it from the perspective of what kind of school should be built into characteristic system, the way of how to manage the school and how to teach.
