Principles of Time of Use Price Modeling in Electricity Market

该文分析了电力市场中实行峰谷分时电价策略可能造成的电网运营风险及对供电方和用户利益的影响。利用心理学原理提出了建立用户响应曲线的方法,提出了峰谷分时电价理论建模中划分峰谷时段、确定用户反应函数和峰谷电价拉开比、规避电网运营风险等应遵循的原则,引导电力用户主动进行削峰填谷,缓解电网高峰期电力供应紧张的局面,保证电网经济安全地运行。

This paper analyses the effects of time of use price strategy on the electrical network operating risk, consumers and networks in electricity market. The method of constituting consumer response curves based on psychological principles are proposed. Some primary principles for the peak- valley time partition, ratio ascertainment between peak price and valley price and risk avoidance of networks are proposed to lead consumers to shift peak load, to ease the critical electricity supply in peak-load time. The methods can ensure the security and economic operating of networks.
