摘要
我国区域经济发展失衡是"市场失灵"和"政府失灵"双重影响的结果,政府在"市场失灵"的领域是既"缺位"又"错位",导致我国区域间经济协调发展的各项政策和措施难于落到实处。国内外研究的成果与实践证明,协调区域经济发展必须依赖各级政府。进行以市场化为导向的制度创新,是推动我国区域经济协调发展的必然选择。
The unbalance of regional economic development in China the result of the double effect of ＂market failure＂ and ＂government failure＂. In the regional of ＂market failure＂ the government is not only ＂absent＂ but also ＂misplaced＂, which leads to the failure of executing various policies and measures of coordinative regional economic development of inter - districts in China. International and domestic research and practical results confirm that the coordinative regional economic development must depend on governments at all levels. The system arrangement of marketization as a direction is the natural choice of coordinative regional development in China.
