社会主义新农村建设中体育建设的对策研究

A Research on Countermeasures Against the Construction of Rural Sports Culture in the Construction of Socialist New Countryside

由于历史和现实的原因,目前占全国人口绝大多数的农村居民体育健身状况和体质状况明显落后于城市居民,体育设施差、组织力度弱、不懂体育锻炼方法、工作任务重等因素制约了农村体育的发展.在党中央提出"建设社会主义新农村"战略中,"农民体育健身工程"是社会主义新农村建设中的重要一环.农民随着经济实力增长和余暇时间的增多,对体育需求也必然会增加.通过逐步改善农村体育设施建设,加强村委会、农村学校体育教师及文体专干的组织、指导职能,帮助农村居民掌握体育锻炼方法,挖掘民间体育和文化资源,培养他们体育参与的兴趣,增强体育需求,从而大力推动农村体育建设.

Owing to historical and realistic reasons,the conditions of invigoration and constitution of the rural residents,the majority of the national population,obviously lag behind those of the city dwellers.The development of the rural physical culture is restricted by such factors as poor sports facilities,weak organization,unknown about how to exercise and heavy work burden.With the proposal to ＂constructing the socialist new countryside＂ by the China Communist Party,the ＂project of sports invigoration for peasants＂ is the most important part of it.Their economic power is to grow and their free time is to increase.Therefore,their demand to sports culture can be promoted through these ways like improving the rural sports facilities step by step,reinforcing the organizational and guided function of the village committee,sports teachers in rural schools and the fulltime cadre in recreation and sports,helping them grasp the way to practice,exploiting the folk spots and cultural resources,culturing the interests in taking part in sports,increasing their demands for sports.
