疾病预防控制机构在定位为政府公共卫生服务体系组成部分的前提下,须主动策应十六届六中全会《决定》提出的构建和谐社会的具体要求,逾越现阶段公共政策制定和执行、业务及管理层面的种种障碍,通过与决策者沟通、提供参考信息、机构内部建设、发挥整体效能等途径努力有所作为。

On the premise of that control institution becomes the component parts of service system of public hygiene , it should help and answer the concrete requirements to construct the harmonious society proposed at the sixth Plenary Session of the Sixteenth Party Central Committee , surpass all kinds of disturbance , provide reference information and inside construction according to communicate with the policy-makers ,and bring into play the whole efficiency.
