An overview of research on responsibility government

我国责任政府研究经历了三个发展阶段,自20世纪80年代末以来,学界一般认同责任政府包括价值与制度层面,并和政府的责任体系密切相关。政府的责任包括政治、行政、道德、法律等方面,责任政府是自由、民主、宪政意义下的政府义务的回归与明确,这些认识对于中国的政府建设具有积极意义。近年来,国内的一些专家学者围绕政府责任和责任政府的有关问题进行了较为广泛深入的探讨,此类研究必将对我国的政治文明建设起到积极的推动作用。但是,研究中也存在着概念不清晰、内容不全面、理论不彻底、研究方法混乱、对国外研究了解不够等缺陷,从而影响了责任政府研究向纵深发展。

The study of responsibility government has gone through three stages. Since the 1980s of last century it has been generally agreed that the responsibility government includes values and institutional system, which is closely-related with the responsibility system. The responsibilities cover politics, administration, virtues, laws, etc. and is considered as a return and explicit of the governmental obligation in terms of freedom, democracy, and constitution. This has had positive significance to the development of the government. In recent years some scholars have explored problems concerning the government responsibilities and responsibility government. However, such study so far has had defects. These include inexplicit concepts, incomplete contents, disorder in study principle and little understanding of the oversea research. They will hinder the study from further development if we do not pay enough attention to them.
