社会保障制度作为一项重要的社会分配机制,事关人的基本生存权,直接影响着人类的文明和社会进步,目前已在全球范围内逐步建立和完善起来。与此相适应,政府社会保障支出也逐步发展成为政府支出的重要组成部分,其规模日益扩大,并且增长迅猛,在一些西欧、北欧国家已发展成为最大的政府支出项目,大量专家学者对此进行了深入研究。文章拟对社会保障支出作具体的理论分析,以正确认识其在社会经济发展中的地位和作用,为政府支出政策的制定和实施提供理论依据。

As an important social distribution mechanism concerning the basic right of human existence, human civilization and social progress, social security system has been established and improved gradually world wide. Meanwhile the social security expenditure of the government is becoming an important part of the government budget. This has caused wide concern of the people and many scholars have made research of this subject. The present paper offers a theoretical analysis of social security expenditure for the purpose of reaching a correct understanding of its position and function in social development.
