从水资源的特点和城市的特点着手,用自律节水、雨洪利用和水价问题来解决节约用水的问题,且鉴于水资源总量的限制,还要采取造水策略,以增加城市水资源可持续性.为城市的节约用水和造水提供科学的理论与依据,促进城市健康、可持续的发展,推进和谐社会的建设。

The high-speed industrial development, the rapid growth of urban population and water demand have caused the shortage of water resources in cities. The situation of water is grim in cities of North China. Using rainwater harvesting and utilization and water price issue deal with the problem to achieve sustainable use of water resources, based on characteristics of the city water features. According to the limited amount of water in cities, it is more important to take the strategies of increasing water to sustain water resources. The study is to provide scientific theories of saving water and increasing water, promoting healthy and sustainable development of cities, increasing the building of a harmonious society.
