国际关系概念是国际关系研究的基本问题。本文在阐述既往国内一些观点的基础上,从哲学的视角提出,国际关系是国际性组织实体及体系之间的存在与运动。它作为一种事物,也有其要素和结构。国际关系的基本要素体是国家,其属性基本可以分为物质和精神两方面的属性。国际关系的结构基本可以分为静态结构和动态结构。静态结构是指在相对的时空范围内,主要考察国际关系实体及体系的质量。动态结构是指国际关系的运动过程、运动规则、运动现象等几个方面。

The concept of international relations is a basic question in the study of international relations. Based on the description of the concept in China, this paper offers a view from an angle of philosophy that international relations is the existence and movement between the body of international organizations and its system. As a matter, international relations has its elements and structure, and the basic element of it is state, with its basic property of material and spirit. The structure of international relations is basically divided into static structure and dynamic structure. Static structure means relative time and space, which deals mainly with the body of international relations and the quality of its system. Dynamic structure refers to process, principles, and phenomena of the movement.
