退耕还林(草)是陕北丘陵沟壑区土地资源利用、生态环境建设中植被恢复的重要措施,而合理利用和科学管理土地资源是实施退耕还林(草)战略的重要保证。分析了区域自然及土地利用特点,指出应遵循综合性、区域性、生态优先和土地的可持续利用等原则加强土地管理,增加投入,完善经营机制,才能实现土地生产力的提高和生态环境的改善。

A great countermeasure to rebuild vegetation in the use of land resource and in the construction of ecological environment was to return farmland to forests or grassland in the vegetation-building in North Shaanxi loess hill resion.While the rational use and scientific manage of land resource was key to return farmland to forests or grassland. Based on the regional natural situation and the characteristic of land resource use, the principle of synthetical, regional, ecological, sustainable use of land resource should be followed and the countermeasures of the strict management, the enhancive investment, the perfect manage system should be adopted, then the productivity of land resource could be heightened and the ecological environment could be improved.
