Compared with the social and economic development in other regions of Sichuan province and the whole country, there was a big gap clue to the underdevelopment of the non-state economy. In order to realize the regional social and economic objectives, the development of the non-state economy should be made as a cutting edge. There were both challenges and opportunities in the development of non-state economy. It was necessary to dissect the factors that affecting the future development of non-state economy.
