公共危机下政府应急机制的缺失及对策探析

当前我国进入了一个高风险时期,各类重大突发公共危机体现出种类多、频率高等特点,对经济发展产生极大的负面影响,危及社会稳定和发展,对政府的管理和威信带来严重的挑战。我国的公共危机应急机制存在着应急指挥系统不统一,应急预案不健全,信息流通不对称,应急处置能力不高等缺陷。政府必须转变观念,加强对公共危机的认识,全面构建应急预警、预控机制体系和预案,加强公共危机应急的法规体系,完善应急保障体系和辅助系统,加强国际交流,参与全球公共危机的预防和治理。

At present, China is entering a period of high risk, with the characteristics of various types and high frequency of major sudden public crisis. These cause a great negative impact on the economic development, and are endangering social stability and development, and bringing challenges to the management and prestige of government. The crisis emergency mechanisms in China represents many limitations, such as disunity of command system, morbidity of the contingency plans, dissymmetry of the information currency, no higher capability to deal with emergencies. Governments must change their concepts, intensify their knowledge of the public crisis, construct entirely a system on early warning, beforehand control and beforehand case plans, reinforce the rule of law system of the public crisis, perfect the safeguard system and assistant system, strengthen international exchanges and participate in preventing and fathering the public crisis globally.
