我国政府公共服务职能失效及解决对策探析

Reasons and Counter-measures to the Main Problems of the Ineffective Public Service in Chinese Government

随着社会的发展、城市化步伐加快和人民生活水平的提高,公众对公共产品的数量和公共服务的质量都提出了更高的要求。但目前我国政府的公共服务职能还存在许多不足和失效的地方。造成此结果的主要原因为:政府成本过高导致公共财政对公共产品投入不足,效率低导致公共服务的质量低下,漠视公平导致公共产品分配不均,服务意识差、公共服务不到位导致大量民生问题堆积。这些影响了社会的良性运行和协调发展,阻碍小康社会的建设步伐。因此,改革政府公共服务体制,提升政府公共服务职能势在必行。

Along with the development of the society, speeding up of urbanization and enhancement of people＇s living condition, the public have a higher demand to the quantity of public products and the quality of public service. At present, there are many disadvantages and some ineffective places in public services in our government, which are caused from many aspects： the high cost of government causes the public finance insufficient investment to the public products; low efficiency causes the low quality of the public service; some unfair things cause the distribution of public product; the bad awareness of service and the dereliction of duty bring a lot of problems to peoph. These cause a bad influence on the effective operation and the coordinated development of the society, which also restrict the constructing process of the well-off society. So it is necessary that the public service mechanism of government should be reformed and its function should be improved.
