In light of local conditions,training strategy of ＂layered implementation,backbone leading＂ is an effective way to upgrade the quality of teachers in rural primary and secondary schools.＂Layered implementation＂ refers to staff layered,aim layered and process and approach layered,with the purpose to enhance the effectiveness of the training.＂Backbone leading＂ means to train the backbone teachers in rural primary and secondary schools through the optimization and uptate of the training content and methods,with the backbones＇ leading role to enhance the overall quality of teachers.
