质量管理体系活动融入卓越绩效管理模式的实践与体会

Practice and Perception on Incorporation of Quality Management System Activities and Excellence Performance Management Model

企业实施卓越绩效管理模式对市场经济条件下的企业发展具有很强的实际意义,一个企业在已经开展ISO 9000质量管理体系基础上,再开展卓越绩效管理模式,这时原有质量管理体系如何更好地融入卓越绩效管理模式显得十分重要,本文从卓越绩效模式下的质量管理体系的内涵延伸与过程控制两方面入手进行描述与探讨,它具体可涉及到质量管理体系的计划与过程控制,怎样与卓越绩效的经营管理等要素相吻合和协调,质量管理体系的持续改进怎样从符合卓越绩效标准的深层次要求来提出问题和解决问题。如此构建和运行的质量管理体系就不易出现某些企业的质量管理体系理论与运行实践相脱节的"两张皮"现象。

Implementation of performance excellence model in market economic environment is of great practical significance for the development of an enterprise. If performance excellence model is implemented in an enterprise which has been carrying on ISO 9000 quality management system, it will be absolutely important to incorporate the existing quality management system into the performance excellence model. This paper discusses the extension of meaning in intension and the process control of quality management system under performance excellence model, covering the planning of quality management system and process control, how to harmonize and coordinate with the operation and management of performance excellence, the way of identifying questions and solving the same in compliance with the requirement of performance excellence criteria for continuous improvement of quality management system, and so on. The separation of theory from practice of quality management system （so called ＂ two skins＂ phenomenon）, which is not rarely to see, can hardly be found in the enterprise whose quality management system is established and operated as illustrated in this paper.
