Basic concept and characteristic of geographical information system （ GIS ） was introduced, and some of its administrative means applied to environmental quality administration were discussed in this paper, so that it might provide some theoretical basis for personnels who engage in environmental qualityadministration. After a secondary development, GIS is supposed to be a proper solution to the environmental quality administration.
