摘要
劳动者的整体素质和职业技能水平是决定经济发展水平和质量的最活跃的因素，完善的职业资格证书制度是保证市场经济有序运行的基本条件。本文分析了英国、德国、加拿大、法国和澳大利亚等西方发达国家的职业资格证书制度，在充分阐述的基础上总结了西方发达国家的职业资格证书制度的特点。
The unitary basic essence and the professional in determining the economic development. The perfect skills ability of the labors are the most important elements qualification system can promise the market economy to develop orderly. This article analyzes the qualification systems in England, German, Canada, France and Australia, and summarizes the characteristics of them.
