良好的投资环境特别是良好的投资软环境是吸引外商直接投资(FDI)的重要因素。投资软环境制约着投资硬环境的建设速度和效益,对投资硬环境的改善和对我国区域经济的发展都产生至关重要的影响。目前我国投资环境中,软环境存在的问题更突出。提升我国国际竞争力,在关注基础设施等硬环境的同时,必须特别注重我国经济社会发展的"软环境"建设。

A good investment environment, especially a good soft investment environment, is the important factor for attracting direct investment by foreign businessmen. Soft investment environment restricts the construction rate and benefit of a hard investment environment. It works on the improvement of a hard investment environment and regional economic development in our country. Some problems of the soft investment environment are extrusive. We must pay more attention to the construction of a soft investment environment in the development of our economic society, as well as base the establishment of a hard environment for raising international competition.
