浅论农地保障功能

ON SECURITY FUNCTION OF FARMLAND

农地是农业的基础,具有保障和资本两大功能。在农村社会保障制度一时难以建立的条件下,农地承担了农村社会保障的功能。本文主要阐述了农地保障在我国现阶段城市化和现代化进程中的重要地位和作用,以及发挥农地保障功能所面临着一系列新的问题,提出了提升农地保障能力,加强农村社会保障体系建设的对策与措施。

The farmland, the agricultural foundation, has two main functions： security and capital. Under the current condition that the system of rural social security can＇t be established in a short while, the farmland has undertaken the function of rural social security. This paper has mainly elaborated on the important role and function of farmland security, displayed a series of new problems about promoting the farmland security function, and given the countermeasures about improving the farmland security function and enhancing the rural social security system .
