建立农村循环经济促进法律体系的思考

REFLECTION ON CONSTRUCTING THE LEGAL SYSTEM AND PROMOTING RURAL RECYCLE ECONOMY DEVELOPMENT

建立循环经济法律体系是发展循环经济、建设循环型社会的根本保障。农村循环经济建设是整个循环型社会建设的基础性环节,也是解决三农问题的基本路径。制定和完善农村循环经济建设的相关法律规范和配套实施细则,尽早建立起一整套农村循环经济促进法律法规体系,才能从根本上保证循环型农村社会的建成。

It is the basic guarantee of developing recycle economy and building the circulation type society to estab- lish the system of recycle economy law. The economic construction of rural circulation is a basic link of the whole circulation type social construction. It is the basic route to solve the rural economy , rural development and rural demography too. Making and perfecing the relevant legal norm of economic construction of rural circulation and re- lated implementing regulations, seting up a whole set of rural recycle economy and promoting the laws and regula- tions system as soon as possible, could guarantee the building up of the circulation type rural society fundamentally.
