云南省山地丘陵的开发与保护浅析——云南与日本比较研究

An Analysis of the Exploitation and Protection of the Mountains and Hills in Yunnan ——A Comparative Study of Yunnan and Japan

云南与日本国土面积相近，地形均以山地为主。本文通过二者山地丘陵开发保护现状的对比，指出云南省山地丘陵应以保护为主，要保护式开发。提出当前应在提高人口素质、加快造林步伐、调整树种结构、加强耕地管理以及发展牧业等几个方面加强力度。

By a comparative study on the present situation of the mountains and hills in Yunnan and Japan, the author suggests that the development of the mountain and hill areas in Yunnan should be protected more important then exploited, that is, the exploitation is based on the protection. Therefore, the focal points of the present task are: the people's qualifications, the forest structures, plough management and the stock raising.
