可再生能源配额制研究

Research on the Renewable Portfolio Standard

为完成我国可再生能源中长期发展规划确定的总量目标,实施配额制是未来必然的选择。文章对国外发达国家实施的配额制进行了比较分析,提出我国可再生能源配额制的设计路径。关于总体目标的设计,可以在总体发展目标的基础上,依据可再生能源的种类,按区域制定分目标;关于义务主体的设计,不应仅限于电网公司,而应由所有责任主体公平承担配额任务;同时要抓紧推进配额制实施试点的设置,确定配额达标的标准和对未达标者的惩罚措施,设计配套的绿色能源证书制度和绿色能源证书交易系统。

In order to reach the sum objective determined in our mid-and-long term development plan of renewable energies, the implementation of renewable portfolio standard （RPS） is inevitable in the future. This paper emphasized some RPS used in foreign developed countries, and proposed our own way in designing the RPS. For the design of the total objective, we should base on the overall developing objective to formulate all the targets according to the different kinds of renewable energy and to the different regions. For designing the subject of responsibilities, we should not be limited to the electrical-net companies only, but equally distribute portfolio standard duties among all the responsible subjects. Meanwhile we have to pay close attention to setting experimental units of RPS, fixing up the criteria in portfolio standard objectives and taking punishment measures to those who could not reach the criteria. At last, we＇d better also plan the corresponding institute of GCS and the trading system of GC.
