党的十六大以来,党中央继承和发展了党的三代中央领导集体关于发展的重要思想,提出了科学发展观。科学发展观,核心是以人为本。全面准确地理解"以人为本"中的"人"与"本",全面准确地认识"以人为本"的科学内涵和精神实质,对于我们开创中国特色社会主义事业新局面,有着重要意义。我们党的根本宗旨是全心全意为人民服务,党的一切奋斗和工作都是为了造福人民;以人为本,实质上就是以最广大的人民群众和他们的根本利益为本。我们要把以人为本的理念置于贯彻落实科学发展观和构建社会主义和谐社会实践的中心地位和全过程,作为我们党在新时期的执政理念和基本要求。

The scientific concept of development put forward by the Central Committee of the Communist Party of China(CPC)since its 16th National Congress is a continuation and development of the central ideas of development formulated by the previous three generations of leadership.At the core of the scientific concept of development lies the concept of the 'people-centered approach'.A comprehensive and precise understanding of the concepts of 'people' and 'central' in the scientific concept of development and of the scientific implications and spiritual essence of 'the people-centered approach' are of particular significance in bringing our distinctive Chinese-style socialism to a new stage.Our Party's fundamental mission is to serve the people whole-heartedly.The ultimate goal of all its efforts and work is to increase the well-being of the people.The essence of the people-centered approach is to be founded on the greatest number of the mass of the people and their fundamental interests.We must place this concept at the center of our implementation of the scientific concept of development and our practice in constructing a harmonious socialist society,making it our Party's idea of governing and its basic requirement in this new era.
