技术贸易壁垒的形成机制及对我国的启示——兼论我国技术性贸易措施体系的建立

The Forming Mechanism of the Technical Trade Barriers and the Inspirations to Our Country——Concurrently Discussing the Establishment of Technical Trade Measure System of Our Country

加入WTO后,我国一方面要应对国外技术性贸易壁垒对我国出口产品的限制,另一方面也要充分利用WTO规则建立我国技术性贸易措施体系,保护我国国家安全、维护动植物健康和安全、保护环境等。但目前我国技术性贸易措施体系还没有完全建立。通过分析技术性贸易壁垒形成机制,并借鉴欧洲经验,对完善我国技术性贸易壁垒提出了一些建议。

After the entry into WTO, on the one hand China must face the limits of the technical trade barriers of foreign countries to our exporting commodities. On the other hand we must also fully establish our country＇s technical trade measure system by using WTO rules, to protect our national security, maintain the health and the security of zoology and botany, to protect environment and so on. But at the present our country＇s technical trade measure system has not completely established. This article puts forward some suggestions through the analysis of formation mechanism of technical trade barrier borrowing ideas from the experience of Europe, for consummating our country＇s technical trade barriers.
