欠发达县域新农村建设的困境与出路——以安徽省凤阳县为例

Dilemma and Measure of New Rural Construction in Underdeveloped County——A Example of Fengyang County

新农村建设的主要任务在县一级。县域如何建设好新农村,中央提出以城带乡、以工补农的指导方针,而欠发达县域由于城市和工业都不发达,难以实现这一目标。为此,文章基于农村经济发展的历史考察,提出了农村必须进行制度创新,通过实现第三次能量释放,从而实现农村经济的第三次繁荣。

How to build new rural, central authority provides the guidelines , that is the Urban promotes the rural, and the industry supplies the agriculture. But for the backward of the city and industry, the developing rural is difficult to arrive the gain. Therefore, based on viewing the history of economic of the rural , the paper purposes that the rural should make innovation, by releasing the energy of the third time, and realizing the third prosper of rural economy.
