Based on the analysis of the factor which affect targets optimization, establish extension decision model of the targets optimizing. By the guide of this theory, an example in a practical application is provided, which has shown the feasibility and effectiveness of the targets optimization with extension decision theory, in order to provide theory for decision-maker.
