社会事业的和谐发展是构建和谐社会的基础和保障。发展社会事业要按照落实科学发展观、构建社会主义和谐社会的总体要求,遵循以民为先、统筹与协调发展、政府主导与社会参与的原则,努力提升社会事业的战略地位,加大物质投入,完善发展政策,建立综合评价体系,不断推进社会事业管理体制的创新。

Harmonious development of social work is a basis and guarantee for the construction of harmonious society. The development of social work must accord with the general requirement of implementing the scientific concept of development and construeting harmonious socialist society, and abide by the principles of putting people first, insisting on overall plan and coordinated development, led by the government and participated by the whole society. Great efforts should be made to advance the strategic position of social work, increase input, perfect development policy, build overall evaluation system, and push innovation of management system of social work unceasingly.
