本文通过分析收支两条线改革后对不同利益群体的作用效果,明确了收支两条线改革的作用:对政府部门而言,明确了政府保障居民健康的职责;从全社会角度,可以节约社会资源;对普通居民,通过收支两条线改革,可以降低疾病经济负担;对医疗保险部门,则可以节约医保资金,提高医保资金使用率。另外,对社区卫生服务机构和医务人员,尽管增加了工作量,但解除了后顾之忧,增加了安全感。

Through analysis of different interest groups after reform in both revenues and expenditures,this article expounds that this reform can define the government＇s responsibility for guaranteeing residents＇ health,save social resources from an angle of the whole society,reduce the economic burden of disease for the public,save the medical insurance funds for the medical insurance sector,and improve utilization efficiency of funds.In addition,as far as the CHS facilities and their medical staff are concerned,although increasing the amount of work,it could erase the troubles back at home and increase the feelings of security.
