摘要
分析目前我国投资项目的现状,介绍了发达国家及香港的模式,提出我国政府投资项目管理模式改革的设想。严格区分政府投资工程与非政府投资工程,加强对政府投资工程管理;加强政府投资项目的计划管理、招投标制度建设及审计和稽查制度等。
The present situation of investment project in developed countries and Hong Kong are introduced; and management mode of Chinese government-invested projects, China is analyzed; the modes that are adopted in a framework is put forward for reforming the namely, to distinguish the government invested- projects strictly from non-government ones; to strengthen the management of government invested projects; to enhance planning management over them; and to establish systems of tendering , project auditing and supervision and etc.
