生态环境的客观情况与政府发展经济的内在需求促使政府履行生态责任。生态作为经济与社会发展软实力的重要组成部分,其后发优势越来越突显。地方政府需要更加重视生态,把生态这种后发优势、比较优势发挥好、运用好。

The objective condition of ecological environment and the internal demand of developing economy of the governments force the governments to fulfill their ecological responsibility. Ecology, as the important part of soft power of economic and social development, has prominent post-advantages. Local governments should pay more attention to ecology and make full use of post-advantage and comparative advantage of ecology.
