浅议国库集中支付制度

On treasury concentrated payment

自2003年以来,我省自上而下逐级推进了国库集中支付制度改革,解决了国库资金紧张而预算单位沉淀大量的财政资金,严重影响资金使用效率的问题,进一步完善了财政体制和预算执行体系。

Reform of centralized treasury payment system from top to bottom is striven forward since 2003 in Henan province,having resolved the problem of treasury capital tensions but fund precipitation in funds budget units,seriously affecting the efficiency of the use of such funds,further improved the financial system and budget execution system.
