为了改变理性他者在公共政策建设中不断受到消解的畸形地位,促进理性他者在和谐公共政策中地位的理性回归,从认识论和人性论2个角度,在探讨当前和谐公共政策建设对理性他者不断消解的基础上,对理性他者对公共政策过程的必然介入及其应有地位的回归进行了探索,并针对当前和谐公共政策建设处于后现代所谓的"类象时代",提出应该研究运用更新的思维方式,进一步纠正和谐公共政策建设重视理性而忽视理性他者的不良倾向,完善和拓展和谐公共政策建设的思维依据。

To alter non-ration＇s abnormal position as is losing in the construction of public policy and promote the return of the position, the article is based on the seeking the reason, and probes into the possibility of the non-ration＇s inevitable entry in the process of making policy and the return of its necessary position mainly from two angles of the theory of knowledge and the theory of human nature. In accordance with Similar Classification Epoch named by scholar in post-modern when the construction of the harmonious public policy is, the article puts forward the necessary research and practice of a new thinking. The seeking will further corrects abnormal inclination which attaches too much importance to ration and too little to non-ration in the construction of harmonious public policy, improving and broadening the thinking ground on which the harmonious public policy builds.
