分析了医疗事故技术鉴定工作中存在的文化缺陷，提出用“明德、博学、缜思、慎行”的文化理念提升医疗事故技术鉴定办公室工作人员的综合素养，用“道德公约”规范和约束鉴定专家的职务行为，用必要的形式和载体将特定的文化覆盖医疗事故技术鉴定场所和鉴定过程，以提升医疗事故技术鉴定工作的社会公信力，为构建和谐社会发挥应有的作用。

The paper analyzes the cultural defects in the medical malpractice identification, and suggests to improve the comprehensive quality of the staff of medical malpractice identification office by implementing the cultural ideas of ＂excellent in moral, extensive in knowledge, deliberate in thought, cautious in action＂, to normalize and restraint the duty behaviors of identification experts by ＂moral principle＂, to make the specific culture cover the medical malpractice identification sites and process with necessary form and carrier, thus to upgrade the social credibility of medical malpractice identification and play its role in building a harmonious society.
