湖北省第九次党代会对构建促进中部地区崛起重要战略支点这一经济发展战略的内涵作了阐释,即建设"四基地一枢纽"。"四基地一枢纽"的定位是对中共中央关于促进中部地区崛起的精神的贯彻,反映了湖北经济社会发展的内在要求。湖北建设"四基地一枢纽"具有优越的区位条件、明显的科技优势、雄厚的产业基础、富集的特色资源,符合区域经济发展规律。建设"四基地一枢纽"必须明确宏观思路,采取得力措施。

The Ninth Party Congress of Hubei Province has given an interpretation of the connotation of the economic development strategy of establishing and promoting the important strategy pivot of the rising-up of the central region, that is, the construction of ＂four bases and one hinge＂, the orientation of which is an implementation of the spirit of promoting the rising- up of the central region by the Party Central Committee, which reflects the inherent requirements for the social and economic development of Hubei. The construction of the ＂four bases and one hinge＂ in Hubei has outstanding geographical conditions, obvious technological advantages, profound industrial base, and enriched characteristic resources and it accords with the economic development laws. We should nail down the macro outlook and adopt effective measures in the construction of ＂four bases and one hinge＂.
