药品降价政策之弊:廉价基本药物短缺的经济学分析

Economic Analysis on the Shortage of Low-price Essential Medicines Caused by Price-lowering Policy

目的:分析药品降价政策与廉价基本药物短缺的关系。方法:阐述我国药品降价基本情况及其对廉价基本药物生产和流通的影响,并进行廉价基本药物短缺问题的经济学均衡分析。结果:廉价基本药物短缺主要表现为供给不足,连续的药品降价政策使廉价基本药物短缺有扩大化趋势。结论:国家基本药物制度建设中应为廉价基本药物的合理价格水平及其生产和供应提供制度保障,单纯的药品降价政策应纳入综合的体制性"医改"战略之中。

OBJECTIVE： To study the relationship between the price lowering policy and the shortage of low price essential medicines. METHODS： We expounded the practice of price lowering policy in China and its effect on the production and circulation of low price essential medicines,and analyzed the shortage problem of the low- price essential medicines using economic equilibrium analysis.RESULTS： The shortage of low - price essential medicines mainly manifested as shortage of supply, and the price lowering policy has enlarged the gap between market demand and the supply of low price essential medicines.CONCLUSION： The national essential medicine policy should provide institutional protection for reasonable drug price level as well as the production and supply of low price essential medicines, and the simple price lowering policy must evolve to be included in the comprehensive institutional ＂heahhcare reform＂ strategy.
