The positive concept of People-oriented Yueyang is the creative fulfillment of the policy constituted by the Central Committee of Communist Party of China. It is the scientific concept of reign and development. The extent of the solution to the people＇s livelihood determines the extent of Yueyang＇s economic growth. And this extent has great effect on the vitality and force of this theory. The Construction of People-oriented Yueyang is to focus on following design such as the economic construction, the people-oriented education, the harmonious development of the society, the system innovation and the priority for education. In view of strategical designing and implementing, Yueyang is to be built into a ＂strong city＂, namely ＂well-off people＂ city.
