How to Improve College Education Financing Mechanism on the Basis of College Debt

目前,我国高校的教育经费筹集方式呈现出多元化的特征,高校负债筹资现象普遍,由此带来了较高的财务风险。这主要是由于高等教育准公共产品的特征、国家对高等教育经费的投入不足以及我国高等教育经费渠道不畅等原因造成的。针对我国高校的债务风险,宜从改革高校经费财政拨款模式、实行高等教育基金制、建立高等教育经费多元筹集模式、化解现有债务风险及实行制度创新防范债务风险等方面完善我国高等教育经费筹措机制的政策选择。

Nowadays, the college education funding system shows a wide range of features and many colleges have high debts which bring up high financial risk. This was mainly due to the quasi - public products of college education system in China, the insufficient input of government and inadequate investment system. In order to resolve this problem, the government should reform the colleges＇ funding system, build up college education funds, and find out diversified financing ways. The paper also suggests many methods of how to resolve the existing debt risk and prevent debt risk in an innovated way.
