摘要
当前,中小学教师职务的评聘关系处理有多种方式。评聘合一的模式导致教师的三大任用制度在结构上不尽合理。完善中小学教师职务制度,须将教师职务任职资格的评审与现行教师资格的认定合并,将教师职务的聘任与现行教师聘任制度合并,形成新的中小学教师资格和教师聘任制度。
The combination of the qualification for a teaching post with the appointment of the post brings about some structural defects in the teachers' personnel system. To improve this situation, the appraisal of a teacher's qualification for a technical post should be separated from the assignment of the post, and the former should be incorporated with the certification of a teacher, the latter should be incorporated with the employment of a teacher. Hence, the new systems of teacher certification and employment are constructed.
