三峡库区是一个生态环境脆弱、社会经济落后、人地关系严重失调以及经受高强度的人类开发利用与干扰的特定区域．其可持续发展急需解决如下几个重要问题．即人口问题、粮食问题、贫困问题、移民社区重建问题、生态退化及其恢复与重建问题、交通问题。
