发达国家污染场地再开发实践经验对北京市的启示

REDEVELOPMENT EXPERIENCE OF CONTAMINATED SITES IN DEVELOPED COUNTRIES:A REFERENCE TO BEIJING

根据《北京奥运行动计划》,在2008年之前北京将搬迁四环路区内200多家污染企业,置换800万m2工业用地进行再开发。本文通过对比研究发达国家污染场地再开发的实践经验,总结污染场地再开发利用的关键环节及现有的治理技术;根据北京市场地污染的现状,提出北京市污染场地再开发工作的建议:编制合理城市规划和工业布局规划;明确场地污染经济责任主体;建立合理的场地污染评价指标体系;根据污染土地的规划用途灵活确定治理目标;建立合理的场地污染治理资金筹集方式;加强场地污染治理先进技术引进和本土化。

According to ＂Beijing Olympics Action Plan＂, more than 200 contaminative enterprises will be moved out of the Forth Ring in Beijing before 2008 in exchange with industrial area of eight million square meters for them to redevelop, This paper, based on the redevelopment experience of contaminated sites in developed countries, summarizes the key steps and existing techniques to redevelop contaminated sites, and presents a suggestion in consideration of Beijing＇ s current situation： to make rational urban planning and industrial planning; to ascertain who is undertaker in economy for contaminated sites; to establish suitable index to assess contaminated sites; to determine objectives to recover contaminated sites based on their purpose; to set up manners to raise money to recover contaminated sites; to enhance adopting and localizing advanced techniques to recover contaminated sites.
