ANALYSIS OF SUSTAINABLE DEVELOPMENT OF THE ELECTROLYTIC MANGANESE INDUSTRY

摘要 电解金属锰作为一种重要的冶金、化工原材料,为我国工业快速发展做出了较大贡献。但在锰资源的开采和加工过程中,存在着资源利用效率低下、生产集约程度不足、资源管理不善等多方面的问题,这不仅严重破坏了资源基础,更加重了环境恶化的趋势。我国的电解锰行业面对着资源短缺和环境保护的严峻挑战。为此,在系统分析我国电解锰行业面临的资源压力、环境压力、安全压力的基础上,探讨了我国电解锰行业可持续发展的途径和对策。重点强调国家应实行限产,适度开发,加大找矿工作力度,充分利用国内外两种资源;加快电解锰工业产业结构调整,通过并购、重组等措施发展壮大一批生产规模大、工艺先进、资源利用率高的企业;以资源和环境确定和优化经济增长模式,制定和完善电解锰行业发展政策,鼓励企业推行清洁生产。 As the important raw material of metallurgical and chemical industry, electrolytic manganese makes great contributions to the rapid development of national industry. But many issues occur in the process of exploitation and processing of the manganese resource, for example, low utilization efficiency, low production intensity and poor management of resource,these not only destroyed the resource condition but also gave stern impact on the environment. Our electrolytic manganese industry is facing many challenges,such as resources shortage and environment protection. Based on the systematic analysis of the pressure of resources shortage, environment and safety, strategic measures for sustainable development of electrolytic manganese industry in China were reviewed and discussed. It is strongly emphasized that states should focus on implementing limited production, appropriate development, intensifying prospecting work, and making full use of both domestic and foreign resources; accelerating the adjustment of industrial structure of electrolytic manganese to develop and strengthen a number of large-scale production enterprises with advanced technology and high utilization rate of resources through mergers and restructuring and other measures; determining and optimizing the pattern of economic growth based on resources and environment, developing and refining industry development policy of electrolytic manganese, encouraging enterprises to promote cleaner production.
