私有化不是林权改革的方向

Privatization is Not the Right Way for Forest Property Reform

最有效率的林权(这是一种生产关系)必须是与森林生态系统的自然属性(这是一种生产力)相适应的林权。我国提高国有林效率的核心措施是改革管理体制、管理机制,取消分权,集中经营,以及剥离社会负担和改革用人制度等。那些国有林私有化和分权化改革的意见违背森林经营的原则和国家的长远利益。在确保国有森林资产的前提下,鼓励发展私有林是可取的,但私有林权分散和林主追求短期利益的动机必然损害森林生态系统的综合价值。国外的经验是一旦造林后国家就要帮助林主在自愿的基础上实行合作化或规模化经营。森林经营和农田经营是完全不同的两种经营,林业改革如果仿效农业改革将是一场灾难。

The most efficient forest property must adapt to the natural attributes of forest ecosystem. The keys to promoting the effectiveness of state-owned forest management in China are to reform management system and management mechanisms, abolish decentralization, implement integrated management, reduce social burden, and reform personnel administration system. The proposals suggesting privatizing state owned forests and decentralizing management would go against the principle of forest management and nation＇s long-term interests. Under the premise of ensuring the safety of state-owned assets, it is feasible to encourage the development of private forests. However, the decentralized forest ownership and private forest owners intention for short-term interests will eventually harm the overall value of forest ecosystem. Overseas experiences showed that once forests were established, governments should help the forest owners to realize cooperation or scale management. Forest management and farmland management are completely different. If a forestry reform is imitative of agricultural reform, it will be a disaster.
