摘要
本文利用综合安全评价(FSA)方法,从船员实际管理角度出发,对船员动态管理模式以及影响船员培训质量的各种因素进行了认真地分析研究,建立起包括船员因素、海员教育和培训机构因素、航运公司/船舶因素以及海事机构因素等评价指标在内的船员培训质量综合评价体系。实践证明,该体系评价客观全面,符合当前船员教育培训实际情况。
The thesis fully made use of method of FSA,to get an angle on seaman's actual management, having a diligent analysis and study on seafarers dynamic managing mode as well as various factors which affect on seaman's training quality. Now a complete appraisal system has been established, which covers the appraisal guideline of seaman factors, education and training institution factors, shipping and companies factors and mari-time safety administration factors etc. It is evidenced that the appraisal system is objective and comprehensive.
