摘要
通过对原始性创新与国家竞争力关系的分析,认为原始性创新是国家竞争力的源头,但并不等于国家创新能力。要将科学技术成果或原始性创新成果转变成国家竞争力,有三个关键性的问题需要解决:一是要解决如何能够涌流出对国民经济产生重大影响和带动作用的原始性创新成果;二是如何从战略角度,从长计议,部署原始性创新工作;三是如何迅速实现原始性创新成果的社会价值和经济价值。自由探索性基础研究与战略性基础研究的关系、原始性创新主体与企业创新主体的关系、战略性前瞻与战术性部署的关系、原始性创新投入与R&D投入的关系、原始性创新环境与创新成果涌流的关系,从五个方面论述了为了解决科学技术成果或原始性创新成果转变成国家竞争力就是要正确地处理五大关系,并提出了相关对策与建议。
In terms of competition among countries that reflected for improving a nation's overall competitiveness is to improve the by a nation's comprehensive competitiveness, the key science and technology development, especially the original innovation ability while the original innovation is the basis and cradle for a nation's independent innovation. By studying the relationships between original innovation and national competitiveness, it reveals that original innovation is the cradle for a nation's competitiveness but not equivalent to a nation's innovation ability. In order to transform origi- nal innovation into a nation's competitiveness, the ability to transfer those original innovations into a nation's competi- tiveness is required. This paper raised the three key questions that have to be addressed in order to achieve this transfer. effect; One is how to create some original innovations which have major impact on a country's economy and have leading second is how to plan some strategic and long-term original innovation programs and implement them; thirdly is how quickly to realize the social and economic value of those original innovations. The relations between scientists selfselected exploratory, basic research and planned strategic research, main institutions and enterprises of original innovation, strategic and tactical planning of basic research, investment in original research and R&D, original innovation environment and innovative achievements. Corresponding suggestions and strategies are also discussed in the paper.
