公共政府建设中的寻租分析

The Analysis of Rent Seeking in the Construction of Public Government

租金来源于政府干预,在我国传统的全能型政府管理模式下,政府全面干预社会生活的方方面面,行政权力决定资源分配,这为寻租活动创造了条件。我们进行行政改革,使政府从私人领域中全面退出,建设有效提供公共产品的公共政府,这从理论上讲,似乎切断了寻租的链条。然而,在现实操作中由于种种原因,必然要求部分公共产品供给的市场化,这就又为寻租种下了隐患。如何在实现部分公共产品供给市场化的过程中杜绝寻租的产生成了我们亟待解决的问题。

Rent origins from governmental intervention. The government intervenes all aspects of social life and the administrative power decides the disposition of resources under the traditional omnipotent administrative mode. The status paves the way for rent seeking. We carry on the administrative reform that withdraws the government from private realm completely and construct public government that provides the public products effectively. It appears that the chain of rent seeking is cut off theoretically. However, because of various reasons, we must turn part of the public product supply to the market. And this becomes a hidden danger for rent seeking. How to eradicate rent seeking becomes an urgent problem to resolve.
